fix: advance incoming SSEP segment at SC rotation entry

Consume the matching incoming segment after start rotation is accepted so stopping short cannot leave a stale segment-end constraint active during alignment.

Add an optional AGV013 snapshot regression. Validated with five regression tests and controlled original-versus-patched PNC simulation reproducing the stop-short failure.
