KEB 补充路边点云(TYPE_ROADSIDE)作为障碍规避

碰撞检测不需要路边点, 故 prepare 阶段未写入 OGM 栅格。KEB 在栅格副本上
补画下层路边采样点再抽取轮廓线, 不污染碰撞用栅格。新增开关
use_func_keb_add_roadside_segments_(默认 false), 仅下层补充。
